The report assesses the 2019 Refinement in the context of previous guidance developments and identifies some priority lessons learned and key points for consideration. We find that such guidance updates introduce extra work and a risk for the introduction of new errors, as Member States (MS) update their methodologies and calculations. MS will likely find more questions and recommendations raised during international (UNFCCC and EU) reviews as part of this transition and a more significant burden in responding to the reviews. Changes to adopt the 2019 Refinement will have implications for base year and commitment period estimates where estimates are updated. Implementing the 2019 Refinement will require additional resourcing across all MS. Some of this resource will be required for the development of new methods, collecting new data, for understanding linked policy implications and for justifying and clarifying refinements to national / international decision makers that have already based strategic decisions on the previous inventory estimates. Despite these risks, the 2019 Refinement provides an opportunity for MS to ensure that their Green House Gas inventories are more accurate and complete, to further develop and resource their internal systems and improvement plans and to fully engage national, international and private sector stakeholders and data providers. The report identifies the key differences between 2006 IPCC and the 2019 Refinement guidebook versions before presenting a more detailed analysis of the implications of the 2019 Refinement changes to MS at a sector and category level. Practical advice is given with specific reference to the data needs and implications for new guidance as well as highlighting the critical refinements to Tier 1 / Default IPCC parameters. The report identifies, where possible, specific MS examples that are most at risk to the 2019 IPCC refinements based on their previous reporting activities.
