UK-Cambridge: Construction project management services
Cambridgeshire County Council on behalf of LGSS members has a requirement to appoint framework of providers in 3 lots to provide design and build services for a range of construction projects.
Cambridgeshire and Northamptonshire County Council's work together in partnership under the name of LGSS.
LGSS is a shared services venture established under the Local Government Act 1972.
This framework is open to all of LGSS's :
(i) existing and or future partners and other organisations delegating services and or functions to LGSS (currently Cambridgeshire County Council, Northamptonshire
County Council and Norwich City Council) who participate in the LGSS's shared services venture;
(ii) customers of LGSS ,
(iii) to any city, district and/or borough local authorities within the county of Cambridgeshire and/or Northamptonshire ; and
(iv)any company and or organisations set up by Cambridgeshire and or Northamptonshire County Council.
Design and Build services will be required primarily for education and social care premises, as well as other public buildings. Successful framework providers will be expected to have a demonstrable track record of providing these services for such premises.
The Contracting Authority expects the successful framework providers to be building contractors who are expected to be supported by a number of named architectural consultancies and other appropriate specialist consultants as required, however other models of delivery shall be considered.
The framework providers will be appointed to the framework through the NEC Framework Agreement. All pre- construction works will be procured using the NEC3 Professional Services Contract. All subsequent construction works will be procured using the NEC Engineering and Construction Contract and will, in the main, utilise Option A, but Authorities reserve the right to vary this. It is the Authorities intention to award both the pre-construction works and construction works to the same provider having successfully secured the pre-construction works through mini competition. The Authority does however reserve the right to hold a further mini competition for the construction works should it be necessary to do so. Collateral Warranties will be required in both instances between the Contractors appointed architectural and specialist consultants and the Authority.
The lead Authority (Cambridgeshire County Council) manages a five year capital programme. The Integrated Plan for the period 2012/13 to 2016/17 shows an average annual capital spend on design and build services in the order of GBP 50 million. In addition, it is predicted that other members of the LGSS organisation or public bodies within the Counties of Cambridgeshire and Northamptonshire will use this framework and the anticipation is that a further significant amount of projects could be procured under this contract; there may also be the option for regeneration work in Northamptonshire to utilise this framework. A significant proportion of the projects will be focused on education buildings, such as primary or secondary schools, but the framework shall include other public infrastructure such as community centres or offices. In order to maintain open competition in conjunction with commissioning projects under this framework arrangement, Cambridgeshire County Council will tender at least 15% of the annual capital spend to the open market. To ensure the 15 % has maximum impact and benefit for SMEs the application of the deduction will be applied to Lots 1 and 2. The estimated annual value of spend in Lots 1 and 2 has been adjusted to reflect an £8 million deduction for open market competition. The amount of work to be tendered outside of the framework will be increased should performance demonstrate that it can deliver better outcomes, taking into account the extra resources this
process requires.
