Le tronçon ferroviaire Olten-Wöschnau de la ligne 650 constitue aujourd’hui un tronçon à deux ou trois voies sur la ligne principale Berne-Olten-Zurich. Il représente ainsi un goulot d’étranglement dans le cadre du développement de cette ligne qui doit offrir une liaison continue à quatre voies. Une importance considérable est accordée à ce projet dans le but de l’inscrire dans le premier paquet de mise en œuvre du grand projet stratégique "futur développement de l’infrastructure ferroviaire (ZEB)" de l’office fédéral des transports.
Un avant-projet a entre-temps été élaboré pour le développement du tronçon. Celui-ci s’articule en 10 sous-projets, dont le tunnel d’Eppenberg – sous-projet 1 (TP1) – est la pièce maîtresse. Il existe en outre deux projets connexes (TP11 et TP12) qui ne sont pas des éléments constitutifs des projets.
Le lot A est contenu dans le présent appel d’offres qui comprend les sous-projets 1-3 et 8 (cf. répartition du lot au chapitre 3.5 de la description d’offre) pour les phases intermédiaires SIA 32 (projet de construction) à 53 (mise en service, arrêté). Description détaillée du projet, cf. description des tâches au point 3. Le lot B a déjà fait l’objet d’un appel d’offres au préalable.
