This study addresses the group (a) of Annex II of the Urban Waste Water Treatment Directive (UWWT Directive) (91/271/EEC) and the group (b) of Annex IA of the Nitrates Directive (91/676/EEC), particularly lakes and rivers. The Directives required Member States to identify eutrophicated or threatened waters.The criteria set by the Directives are general and as such allow a wide variety of approaches by Member States. The objectives of the study were: 1. To compare the criteria used by Member States to define eutrophication in freshwaters. 2. To suggest a possible strategy for developing nutrient criteria in standing and running waters. 3. To illustrate a proposal for harmonisation of criteria for defining eutrophication in surface water bodies. It illustrates why phosphorus and nitrogen are the main culprit of cultural eutrophication of freshwaters; hence, the most prudent approach to control nutrient over-enrichment would be to limit inputs of both. Consequently, any strategy to define criteria for eutrophication in freshwaters has to take phosphorus as well as nitrogen into consideration. A list of possible qualitative parameters for a holistic assessment of eutrophication is provided. The majority of Member States used a modified version of the OECD approach (physico-chemical parameters/ criteria) to identify freshwaters subjected to eutrophication. In some Member States additional criteria are also considered, recognising that the symptoms are more diverse from phytoplankton bloom alone. The definition of areas subject to eutrophication or potentially eutrophicated in Member States clearly lacks a co-ordinated strategy. Thus, there is an urgent need to establish at European level an intercalibration network in order to warrant comparability of the monitoring systems for classification purposes. Examples of well pondered classification systems in Finland, France, Norway and Sweden and the JRC proposal are reported. The study suggests a possible strategy for developing nutrient criteria. The approach delineated by the Water Framework Directive (2000/60/EC) could be used as a useful instrument for the identification of eutrophication in water bodies. Its environmental objective is to achieve good water status, with an emphasis on achieving good ecological quality, which will include avoidance of the adverse effects of eutrophication.
