This Final Report is the result of: ‘Study on the Assessment of the Regulatory Aspects Affecting the Collaborative Economy in the Tourism Accommodation Sector in the 28 Member States’, undertaken by VVA Europe and Spark Legal Network on behalf of the European Commission. This Study provides a detailed description and assessment of the regulatory environment for the collaborative economy in the short-term accommodation sector. It features five specific tasks: Task 1: Description of the regulatory environment surrounding the collaborative economy in the tourism accommodation sector; Task 2: Legal assessment of the regulatory framework for providers of accommodation services and for online collaborative platforms active in the field; Task 3: Assessment of the degree of restrictiveness / openness of the regulatory environment in the collaborative economy (providers and platforms); Task 4: Market case studies providing an overview of the development and impact of the short-term accommodation rental sector; Task 5: Best practices which would promote a balanced development of the collaborative economy in the short-term accommodation sector. This Final Report provides an overview of all the mentioned tasks and includes respective task reports in its annexes.
