Although Portugal has a lower disability employment gap than the EU average, national statistics on the registered unemployment of persons with disabilities show a consistent increase over the last six years. In addition, the Portuguese Government has expressed concern about the lower qualifications of active working-age adults: in 2021, more than 40 % of the adult population (ages 25 to 64) had reached less than the secondary level of education. Most likely persons with disabilities are overrepresented among them. Though the Government started a programme to boost the qualifications of persons with disabilities to respond to employment demands, this is still in its initial stages. Other measures to promote employment have been in place, including supported employment and financial support for the adaptation of workplaces. The employment quota system completed its transition period for large companies in 2023, but it appears to have had a greater impact on the retention of employers with disabilities in the private sector than on increasing significantly the number of new hires.
