The main purpose of this report is to support the impact assessment of policy options for a revision of the Waste Framework Directive in 2023 with a particular focus on used textiles and textile waste. Multiple research methods and analytical tools have been used, including literature review and consultation via open public questionnaires, workshops and interviews. Modelling of potential options to assess their economic and environmental impacts has also been carried out. The study has considered the three main problem areas related to regulatory failures, market failures and behavioural drivers and the way these drivers should and could be addressed under the Directive. The report concludes that regulatory measures should be employed to address both used textiles and textile waste. In the case of used textiles and textile waste there is a need to employ measures that simultaneously address problems internal to the EU and in third countries that are negatively impacted by discarded textiles. A key measure in this respect is the application of extended producer responsibility to discarded textiles in all Member States that will improve collection rates, sorting, reuse and recycling of discarded textiles at a limited cost to consumers.
