Fragmentation at the local level of government has been a recurring theme in the European Semester, as well as the focus of policy attention in Member States. Based on a literature review and presentations by leading experts, this thematic study considers how amalgamation has been enabled, encouraged and employed across (and beyond) the EU to try and achieve a municipal base of sufficient scale across the whole territory of each country to manage the full scope of local self-government (LSG) functions.
