The purpose of this study is to support the European Commission in conducting the interim evaluation of the 2021-2030 strategic framework for European cooperation in education and training towards the European Education Area (EEA) (hereafter referred to as the EEA strategic framework or European cooperation towards the EEA), as set out in the 2021 Council Resolutions. This study has been carried out in line with the European Commission Better Regulation Guidelines. The results of this study have informed the Commission’s evaluation report on the EEA. The study covers the period from 2021, when the Council Resolution on the EEA strategic framework was adopted, to June 2024, when the main data collection phase of the study was completed. The study assesses progress towards building the EEA at EU and Member States’ levels. The global perspective of cooperation is also considered. The methodology used in the study was designed in line with the requirements of the Better Regulation Guidelines, and assessed the effectiveness, efficiency, coherence, relevance and EU added value of European cooperation towards the EEA. The methodology also considered limitations, including those related to the ‘soft’ nature of the cooperation, given that education and training is a national competence.
