EINECS is the European Inventory of Existing Commercial Chemical Substances. It has been drawn up by the European Commission in application of Article 13 of Directive 67/548/EEC, as amended by Directive 79/831/EEC, and in accordance with the detailed provisions of Commission Decision 81/437/ EEC. It lists and defines those chemical substances which were on the European Community market between 1 January 1971 and 18 September 1981. In terms of Article 1(4) of Directive 67/548/EEC as amended, these are substances to which the premarketing notification provisions of the Directive do not apply. EINECS will have full legal effect only six months after its publication, in all nine official languages, in the Official Journal of the European Communities. From that date it will become the exclusive point of reference for the identification of substances which are exempt from the premarketing notification provisions of Directive 67/548/EEC as amended. While translation of the English language version of EINECS into the remaining eight official languages is in progress, the completion ofthat work will take some time. Meanwhile it is of the greatest practical value for manufacturers and importers of chemical substances that the present advance edition of EINECS should be available to them, though it may be without strict legal effect, as a means of identifying 'existing' chemical substances exempted from the premarketing notification requirements which have already been obligatory for 'new' substances since the coming into force of the provisions of Directive 79/831/EEC. This is the purpose of publication by the European Communities of this Advance Edition of EINECS, which is available exclusively in English. The Advance Edition is divided into: a Master Inventory; five supplementary Indexes: Name Index; Molecular Formula Index; UVCB Index; Definition Index; Plant Name Index (Taxonomical Index). The Master Inventory contains 100 116 chemical substances: about 33 000 derived from the European Communities' European Core Inventory (ECOIN) and 67 000 derived from supplementary declarations by industry.
