This study of PfP is based on a comprehensive literature review, and builds on survey data from a recently published European Public Administration Network (EUPAN) study (Staroňová, 2017) on the institutionalisation of performance appraisals in EU Member States’ central governments. The EUPAN study showed that performance appraisals are not only mandatory in all Member States2, but PfP adoption has also increased in the past decade.
