The mission statement of the Joint Research Centre (JRC) leads to a dual role for the JRC: Commission service and research establishment. The relationship with the Commission and its policy-makers on the one hand is characterised by communication. This results in a customer- or demand-driven work-programme. The relationship with the science and technology community on the other hand is characterised by collaboration. In the latter excellence can best be reached through 'Networking'. The JRC's Institute for Advanced Materials (IAM) has a long history in 'Networking' starting with the launch of the Network PISC (Programme for the Inspection of Steel Components) in 1974. In its final phase this nuclear Network gave birth to three other Networks in the same field of structural integrity of nuclear plants. Considering a 20-years experience from PISC they were set up with a well-defined structure where the participants are bound together by a Multi-Partner Collaboration Agreement. The long-term Networks launched since then took over this model too. Apart from the existing and planned long-term Networks which are described in the paper some consideration is also given to short-term Networks, like Shared Cost Actions, Concerted Actions and Thematic Networks, mainly supported by DG RTD. Finally, it is concluded that the IAM is an ideal candidate for the role of Network Manager, Operating Agent and Reference Laboratory due to its neutrality and its mission to execute tasks of subsidiarity character in European research. The organisation has certainly to be adapted to the participants needs and wishes, but the main features of successful 'Networking' will generally remain the same: Networks comprise teams of dedicated actors Networks are co-operative actions stimulated and co-ordinated by an independent laboratory, recognised as expert in the subject Contributions from partners are in kind; however some projects within the Networks can obtain financing through national or European Commission programmes Networks can provoke catalytic effects Networks are most effective when driven by industry.
