This report was prepared between January and September 2024 by a consortium including CSIL and GAC, under a contract with the European Commission's Directorate General for Energy. The primary objective of the report is to provide support for an independent mid-term assessment of Euratom’s contribution to the ITER project, as required by Council Decision (Euratom) 2021/2818. Specifically, the assessment focuses on Euratom’s contribution to ITER through Fusion for Energy (F4E) during the current Multiannual Financial Framework, with a particular emphasis on the period from 2021 to 2023, evaluated against the criteria of effectiveness, efficiency, relevance, coherence, EU added value, and acceptability. The evaluation highlights that enduring structural factors were the main contributors to many of the challenges F4E faced in achieving its objectives for the ITER project. However, the complexity of the ITER project, both scientifically and organisationally, makes it extremely difficult to determine the extent to which the significant delays, cost overruns, and other issues affecting ITER as a whole can be attributed to the ITER Organisation (IO) or individual domestic agencies like F4E specifically. In this regard, the ongoing changes —F4E’s major internal reorganization and its integration process with IO— are seen as steps that acknowledge the underlying issues. However, the outcomes of these changes remain to be seen. The evaluation also underscores the need for the development of an EU fusion policy that can establish a clear vision for the sector and provide direction to the currently fragmented ecosystem.
