The objectives of the study were to map the methodologies currently in use across all 27 Member States of the European Union (EU) to monitor the performance of vaccination programmes at national and/or subnational levels, explore the main gaps and limitations, and identify examples of good practices. The study also developed options for Member States to help them improve the way they monitor the performance of their vaccination programmes and maximise the expected impacts. In many countries, the study revealed a lack of publicly available, clear and comprehensive national strategies for monitoring the performance of vaccination programmes. It also showed that responsibilities for monitoring coverage, safety, effectiveness and acceptability are fragmented across multiple authorities. Most Member States monitor vaccination coverage and safety but far fewer monitor their effectiveness and acceptability. Several challenges exist across the EU, including implementation of data protection policies, electronic data linkage, and system interoperability, which hinder centralised monitoring of the performance of national vaccination programmes with consistently high data coverage and quality. The study presents options for Member States in three areas: (1) development of consistent national vaccination monitoring strategies; (2) implementation of strategies through electronic vaccination data collection and information systems for routine vaccination programmes; and (3) monitoring of factors affecting the performance of vaccination programmes.
