This impact assessment aims to explore a proposed European initiative to further protect and improve the resilience of critical infrastructure that rely on the timing and synchronisation elements of satellite navigation (GNSS). This initiative also offers a way to decrease dependency on foreign GNSS technologies. It follows previous actions implemented by the European Union, such as the introduction of Galileo for critical infrastructure that depend on timing and synchronisation, which was addressed in the Joint Communication to the European Parliament and the Council’s “Joint Framework on countering hybrid threats – a European response”. Given the time frame of this study (2019-2020), its geographical scope is on the EU-28. The study focuses on select sectors of critical infrastructure, covering energy, finance and telecommunications. Transport is also included, with an in-depth analysis of aviation and an overview of road, rail and maritime. With regards to European Global Navigation Satellite Systems (EGNSS), the main focus of this study lies with Galileo and its services.
