This report, covering the years 2013-14, provides an overview of the activities for three of seven regional investment facilities launched by the EU: the Investment Facility for Central Asia (IFCA), the Asia Investment Facility (AIF), and the Investment Facility for the Pacific (IFP). These three facilities were established in order to address the common challenges faced by east, southern and central Asian, and Pacific countries in stimulating large-scale investment through risk reducing measures, with the long-term aim to contribute to improving the quality of life of the poor in the respective regions. The uniqueness of the investment facilities is that funds are 'blended' (or 'merged / combined') to give a whole that is greater than the sum of the parts. IFCA, AIF and IFP are mechanisms that combine EU grants with loans or risk capital offered by eligible finance institutions to finance development projects. The facilities thus provide access to capital markets and private investment for implementing sustainable large-scale projects. Since the establishment of the IFCA facility in 2010, 16 projects have been approved under it, amounting to nearly EUR 82 million of investment. The AIF and IFP facilities were initiated in 2013 and are gaining momentum. To date, AIF supports 13 projects, amounting to an investment of EUR 62 million; IFP launched in May 2012 supports two projects with a total investment volume of EUR 310 million of investment. The facilities for partnerships with beneficiary governments and public institutions to improve access to services are primarily across the two sectors of energy and environment, with some additional private sector financing. A high priority is given to initiatives addressing climate change mitigation and adaptation. Through the Climate Change Windows, financed under the EU regional investment facilities and the Global Energy Efficiency and Renewable Energy Fund, the EU is scaling up its climate finance with the principle objectives of climate change mitigation and adaptation. The three facilities (AIF, IFCA and IFP) are expected to continue contributing to improved coordination and efficiency of donor actions and thereby improve the effectiveness of donor interventions. The blending system employed by the three facilities allows for flexibility and innovation, bringing about large-scale impact through inclusive growth.
