The European Commission is planning a centralized and structured database for health-based limit values (HBLV) as part of the "One substance, one assessment" approach. The aim is to develop an online platform, that makes all relevant HBLVs easily available and accessible in one place. In an online survey the user patterns, needs and requirements of the prospective users of the repository were requested and analysed. As an outcome the collected HBLVs from the mapping process in combination with the knowledge from the survey led to a first list of limit values and metadata to be included in the future repository. Human, animal and environmental HBLVs, 128 in total, were mapped with background information and associated metadata to derive the limit values. This report outlines the design and development and implementation planning of an EU repository of HBLVs. The repository's structure, functionalities, and metadata framework were proposed, ensuring data reusability and quality assessment. Processes for its maintenance, updates, and the involvement of key EU authorities were also delineated. Based on these, a zero version of the HBLV repository was developed containing existing HBLV values from EUCLEF, and the ECHA, OpenFoodTox, and EU Pesticides databases.
