This report presents WSP’s analysis of Member States’ implementation of the Directive 2012/18/EU (the Seveso-III Directive) during the 2019-2022 reporting period and a comparison with previous reporting periods. The report presents an analysis of completeness of Member States’ implementation reports, an analysis of each question in the implementation reports, an assessment of implementation per Member State, and finally, an analysis of data on major accidents and establishments from the eMARS and eSPIRS databases. Following the structure of the implementation reports (based on the Decision questionnaire), this report contains information on domino effects, safety reports, external emergency plans, land use planning, safety measures, inspections, prohibition of use, and access to justice.
