This report presents the findings of a study conducted by Civitta, EBAN, and Bourse Consult on behalf of the European Commission’s Directorate-General for Financial Stability, Financial Services and Capital Markets Union (DG FISMA). The study focuses on funds investing in innovative and growth companies (“venture and growth capital funds”) and presents an analysis of barriers to scaling up their fundraising and investments across the EU. Various barriers to scaling up of venture and growth capital are identified, including regulatory/legal, tax and market-driven barriers, impacting fund managers and institutional investors in both domestic and cross-border contexts. The study also presents key trends for investors and investments in the venture and growth capital segments.
