How to implement the long-term preservation of the web?

The Publications Office (OP) crawls regularly the websites authored by the EU institutions to archive them. The files resulting from these crawls are currently used for replay on its website ‘EU web archive’ but they are stored on medium-term repositories. The Publications Office intends to preserve them for the long-term, which is an activity that is currently not much described in the literature. OP performed therefore an analysis of its legacy web archive files. The poster presents the outcomes of this analysis as well as the projected action plan. As a first step, we propose an adaptation of the general framework model for the digital archiving activity, the well-known Open Archival Information System (OAIS), to the peculiarities of the web archiving. The second step reminds major principles guiding the web preservation. They are extracted from a consultancy report ordered by OP that was presented at the IIPC WAC 2023 conference, that include guidelines accepted by the archiving community complemented with expert advice. The third step explains how these principles are refined based on the characteristics found in OP’s legacy web archive files and long-term digital preservation framework. The action plan covers pre-ingestion actions, the content and creation of the Submission Archival Packages (SIPs), the design of the archival storage, and the lessons drawn for the future crawling activity.
