This study commissioned by the Directorate-General of Climate Action of the European Commission assesses the requirements for compliance with the LULUCF Regulation EU 2018/841 and associated regulations. Compliance elements from the LULUCF Regulation, Effort Sharing Regulation (EU 2018/842), Governance Regulation (EU 2018/1999) and associated delegated act (EU 2020/1044) and implementing act (EU 2020/1208) are identified and described. Timing and sequencing of the elements relating to the first compliance period is included in a detailed time table. Detailed GANNT charts and analysis of timescales are included for the annual reporting of GHG inventories by Member States, the EU inventory and for the compliance check by the end of the first compliance period. For the identified compliance elements the study interprets and describes what data and information needs to be delivered, in what format it should be provided and how it should be submitted by Member States. This includes interpretations of requirements relating the required geographically explicit land-use information and required tier levels. It also includes interpretations and descriptions of what information needs to be provided for the various reporting obligations (i.e. approximated GHG inventory, annual GHG inventory, reports on policies and measures and projections and reporting on accounted emissions and removals for LULUCF). The Common Reporting Format (CRF) tables used for reporting GHG inventories to the UNFCCC are an important basis for reporting. However, not all CRF tables contain sufficient detail in their default structure to meet compliance requirements. For such cases, the required adjustments to the CRF tables are identified and the additional information to be provided in the national inventory reports is identified. Finally, an overview of datasets and information sources that can be used to review and verify the data and information provided by Member States in their compliance reports is provided. The identification of potential data sets and information sources for compliance checking focuses on data sources relating to land use change, forest biomass and soil carbon (both mineral and organic). Each data set is described and benefits and drawbacks for their use as independent sources of verification of LULUCF inventory data and compliance reports are assessed.
