Energy efficiency is a critical pillar of Europe’s clean energy transition; without it, most EU countries are unlikely to achieve their climate commitments cost effectively and on time. Energy efficiency can only realise its full potential, however, with a significant increase in investment in efficient technologies, upgrades and systems across key economic sectors. In comparison with investments in conventional and renewable energy sources, the investment gap in energy efficiency in Europe is considerable. One of the fundamental keys to unlock more energy efficiency investments is improved data. Investors, lenders and consumers alike need clearer and more reliable data on how energy efficiency investments perform in various settings. Good data gives confidence, reduces risks and helps to create the kind of investment scale that is needed to make energy efficiency investments the first choice for countries seeking to improve energy security and achieve net zero emissions. This report provides a comprehensive examination of the current status of data on energy efficiency investments in the European Union (EU). It was developed during a two-year, iterative process by a Working Group of the Energy Efficiency Financial Institutions Group (EEFIG). The Working Group was comprised of 23 selected qualifying members from 18 institutions along with 41 expert observers, and was tasked by the European Commission (EC) to conduct this work as part of wider EC efforts to improve the investment landscape for energy efficiency in the EU.
