This guidance document seeks to clarify the provisions of the Habitats and Birds Directives and place them in the context of energy transmission development and operation in particular. The document is not legislative in character but rather provides practical guidance and best practices on the application of existing rules. As such, it reflects only the views of the Commission services. It rests with the European Court of Justice to provide definitive interpretation of EU directives.
