Access to and preservation of scientific information in Europe report on the implementation of Commission recommendation C(2018)2375 final

This report consolidates and presents the information reported by Member States regarding their progress in implementing the 2012 Recommendation on open access to and preservation of scientific information (revised in 2018), based on a questionnaire answered in the first half of 2019 for the period 2017-2018. The report shows that the majority of the countries have adopted, are implementing, or currently discussing policies for open access to publications at the national level and mostly reports an improved situation as compared to the previous period. Data management is the next big challenge that countries are working on and need to implement within a short period. Data infrastructures are largely being implemented. In this relation, it is also noted that the deployment European Open Science Cloud is considered in a larger number of countries. Efforts are stepped up in many counties in relation to ensuring the skills needed for the correct storage and reuse of scientific information. In addition, countries are further developing the policies in relation to rewards and incentives for researchers to adopt open science practices. Not only is this area one of the most important areas for the further development of open science but also one of the most challenging ones for the countries.
