Principles and guidelines : improving the knowledge base for better policies

The Guidelines for the use of expertise is a Commission document on the use of expertise for policy making, with the aim of encapsulating and promoting good practices related to all stages of Commission policy-making. This initiative responds to a commitment made in the White Paper on European Governance, reiterated in the Science and Society Action Plan. There are three components. The core principles of quality, openness and effectiveness should underpin all activities of the Commission in this domain. The set of guidelines should be used to help departments implement the principles. Finally, a series of practical questions should help departments design methods for collecting and using expert advice appropriate to the circumstances of specific cases.
