Ensuring the interoperability of digital government in the EU has become a key priority in order to maximise the potential of digital solutions for the Single Market. The European Interoperabilty Framework (EIF), adopted in 2017, represents the non-binding framework for interoperability in the EU’s public sector, building on the previous two versions of the framework (a first version of the EIF was developed in 2004; in 2010, a new version of the EIF was formally adopted through a Commission Communication). It contains a set of principles, models and recommendations to guide public administrations across the EU and at all levels of administration in the design and provision of key digital and interoperable public services, ultimately supporting the free movement of goods, people, services and data throughout the Union. According to the 2017 Communication on the new EIF, the implementation of the framework should be evaluated to assess whether relevant recommendations should become part of a mandatory instrument. In this context, this Study presents the results of the independent assessment supporting the evaluation of the implementation of the EIF. The independent evaluation, carried out between September 2020 and September 2021, analyses the achievements and shortcomings of the framework and presents the lessons learnt, considering five evaluation criteria: effectiveness, efficiency, coherence, EU added value and relevance. The analysis in this Study is based on primary data collected from 112 stakeholders who replied to the targeted or public consultation, as well as secondary data from a variety of sources, including relevant literature, studies, reports, databases and official documents. In addition, five independent expert assessments complemented the analysis.
