This independent evaluation evaluates the European Union’s (EU) Joint Programming process during the period 2011-2015, covering all regions and countries of EU development cooperation, and seeks to provide recommendations to improve current and inform future Joint Programming process. It assesses the extent to which Joint Programming has contributed to reducing aid fragmentation, and improving aid predictability and transparency in EU and Member States aid. Field visits were made to 18 countries: 7 member states, and 11 partner countries. The report finds out that the Joint Programming process has proven to be very valuable for the EU and Member States.
