HomeStudy on the business case of the rail Baltica project and setting up a rail Baltica business network in Finland, Estonia, Latvia, Lithuania and Poland

Rail Baltica is the most significant TEN-T North Sea Baltic corridor project aiming to establish a European gauge railway and strengthen economic links between the eastern and northernmost EU member states and the rest of the EU. While political aspirations are high, the business community is concerned that the opinions and the needs of future customers and local businesses might be overlooked. The goal of the study is to address such concerns, shed light on the region’s logistical needs, key parameters determining selection of transport mode, public perception of Rail Baltica and prerequisites for its successful future rail operations. Based on interviews and dialogue with major stakeholders in Finland, the Baltic States and Poland, we find that established mature businesses require railway productivity improvements, and dynamic small-to-medium enterprises expect high service quality, including reliable on-time deliveries, integrated logistical services and cost levels which would rival competing modes of transport. We highlight that, most of all, companies expect Rail Baltica to de-institutionalize the railway industry, optimize logistic flow control and establish an effective link with Central Europe. Subsequently, companies would like to witness the modernization and the integration of the legacy national rail networks into a fully integrated European cross-border railway system and believe that this will further improve railway management practices, increase resource utilization and set a new service standard.
