The general objective of this report is to identify the most effective strategies and policy scenarios to support a decarbonized building sector by 2050, both at the aggregate EU level and individual Member State (MS) level. It evaluates six strategies for reducing emissions across the entire building life cycle emissions structured around the “Avoid”, “Shift”, and “Improve” framework, as three complementary approaches to minimizing greenhouse gas emissions. The report also examines emissions reductions across six predefined policy scenarios, each reflecting different levels of ambition and integration of the strategies.
