1.5. Drafting and publishing procedures
Text processing

- Editors use standard software, mainly Microsoft Word, to draft legislation.
- QuarkXPress files are converted into XML according to the DTD scheme, to be uploaded into the database.
- A production system based on XML is under development.
- The same system is used for primary and secondary (delegated) legislation.

Workflow |
- There is no single integrated electronic workflow system for drafting, adopting and publishing: delivery of electronically signed digital files on CD or via e-mail is made on a regular basis. Of the documents sent to be published in the Monitorul Oficial, Part I, 90 % are electronically signed.
- The text is received as a Word file or gathered from a paper document, then converted into QuarkXPress for DTP and finally saved as a PDF file for printing.

Publishing |
Proofreading and editing is carried out by the Monitorul Oficial company.
There are no deadlines for publishing regulatory acts in the Monitorul Oficial, Part I.
The paper and electronic editions are derived from the same final text file but are not published at the same time. |
