“The share of low-achieving 15-year-olds in reading, mathematics and science should be less than 15%, by 2030.”
Main indicator
The share of 15-year-old students (attending educational institutions in grade 7 of compulsory education or higher), who fail to reach level 2 on the proficiency scale in the respective domain (reading, mathematics or science). The source is the Programme of International Student Assessment (PISA), as collected and administered by the Organisation for Economic Co-operation and Development (OECD). The latest (2018) results are available on Eurostat’s website ( ). Data from the next PISA round (2022) will become available as of December 2023.
