Framework agreement on facility security and alert services
1. The target and scope of the procurement The target of the procurement is the City of Raseborg, and the services are mainly procured from the following areas: • Tammisaari • Karjaa • Pohja • Mustio • Fiskars • Snappertuna • Bromarv Details of properties belonging to the areas are given in Appendix 2 The contracting entity requests tenders for the services specified in paragraphs A to F below. Note: The tenderer must take into account the fact that the services (points A to C) will be phased in in different buildings. The estimated timetable for implementation is set out in Annex 2. The aim is that the services will be available in all the aforementioned properties before the end of the framework contract. However, real estate and its number may change during the contract period in connection with the transfer and upgrade of alarm systems (e.g. for budgetary reasons of the city). The City of Raseborg will install and renew the alarm systems during the contract period and connect them to the City's software. The system changes will be implemented in cooperation with the providers selected by the city. The work can also be done by a third party. The transfer and renewal of the alarm systems will take place between 2026 and 2030. If, as a result of this tendering procedure, security and surveillance services are transferred to a new service provider, all costs arising from the transfer of alerts (such as disconnections, reconnections, programming, testing, preparation of floor maps for the monitoring unit and any subcontracting services by the telephone company) must be included in the unit prices of the tender. If a tenderer wishes to become acquainted with real estate (or parts of real estate), he or she must contact the contracting entity by 17 July 2026 at the latest by e-mail to robert.holmstrom@raasepori.fi under the heading ‘Presentation’. 2. The services to be provided (Sections A to F and Option 1) The tenderer must be able to provide all the services and works mentioned in Sections A to F and Option 1 of the invitation to tender. In order to ensure high and consistent quality and to minimise safety risks, the procurement is carried out as a single entity. The points refer to a separate tender form (Annex: Offer form for security services). A and B) Alarm device emergency service (24 h/day) The alarm device emergency service is maintained in the provider's central control room, which can be connected to, for example, burglary, HVAC, disabled toilet and personal security alarms, fire alarms in connection with the burglar alarm system, and fire alarm line fault alarms. The control centre is the same for all alarms, even if the subscriber handles the HVAC alarms himself. - Data transmission: The transfer is done via the procurement unit's Milestone XProtect / Orbnet software. The alarms of the burglar alarm system must be received as an encrypted serial traffic file from the transmission device of the City of Raseborg. - Included in prices: The monthly price shall include intermediation measures (such as telephone calls, e-mails and occasional house door openings) for property managers, property managers, building users or persons designated by the city, as well as the possible use of a PC-based CCTV system as an alert tool. The supplier is not responsible for the physical opening of the doors, but these tasks are passed on. Intermediation fees shall be included in the price. - Ownership and rights: All alarm and monitoring systems, software and fixed equipment are owned and controlled by the city. Access rights will be granted to the selected tenderer. - Target cards: The provider must draw up target cards for the alarm targets and deliver them to the customer. Target cards are drawn up in cooperation with the contracting entity during the contract period for each property. The cards should describe how the property is managed (e.g. number of rounds). C) Alert visits to sites Inspection visits to sites caused by the above-mentioned alerts. Unit prices for visits shall be reported in time steps. - The hourly rate offered applies at all times of the day and on all days of the week. - The price must include all costs, such as salaries, social security contributions, kilometre allowances, travel costs, the necessary telephone calls, records of visits and operations, and a daily written report. D) Circuit guarding at sites Circuit guarding is carried out within normal working hours (from 06:00 to 18:00) and outside normal working hours (from 18:00 to 06:00). As a rule, work is carried out in the evenings and at night. Circuit guarding is based on the specific needs of the site. Each site (e.g. sports area, school or kindergarten) is assessed separately and has different monitoring needs. - Example (School): There may be 1-3 buildings in the school area. District patrols can be carried out, for example, at 22.30 (inspection of the outer sheath, courtyard, doors and windows) and the corresponding inspection at 02.00. Checks are carried out at 14:00, 20:00, 24:00 and 04:30 on weekends. - Example (Sports/Sports Area): The inspection at 22.30 includes the inspection of the exterior area, doors and windows, as well as the interior of the building (faucets closed, lights turned off and doors locked). At 02.00, an inspection of the outer sheath, doors and windows is carried out. On weekends, the inspection is carried out 4 times a day (inspection of vandalism, doors and gates). - Pricing: The price per region (Tammisaari, Karjaa, Pohja, Fiskars, Mustio, Snappertuna, Bromarv) must be indicated in the tender in accordance with Annex 1. Travel costs must be included in the prices quoted. E) Occasionally ordered security services Occasionally ordered services during normal working hours (from 06:00 to 18:00) and outside normal working hours (from 18:00 to 06:00). - An occasional security service may include, for example, a guard acting as a security officer with an official during inspection and surveillance visits, or being present at premises at various events. - A binding hourly rate shall be indicated for the service.
