Description

Subject of the contract: This contract concerns a service contract for the organisation of training courses on rescue in fast-flowing and flood water, for the benefit of PAULO Fire Department and the participating fire departments. The contract concerns a social and other specific service as listed in Annex III to the Law of 17 June 2016. PAULO Fire Brigade trains students in rescue in fast-flowing and flood water and has a pool of instructors in training for this. For the organization of these courses, PAULO works together with a contractor who can offer the entire course (per group of 12 participants), including optional components such as hotel, restoration, theory room, logistics, equipment and certification. The number of instructors to be provided by the contractor shall be determined by PAULO for each training path, depending on: • the number of available PAULO instructors, and • the level of competence these instructors have reached at that time. The contractor shall provide a structure that allows PAULO instructors to: • actively participate in the training, • gain practical experience under the supervision of a fully qualified instructor, • and gradually progress to autonomous employability[MP6.1][MP6.2][ME6.3]. Contract duration: The period for performance of this contract shall be two years from the date of notification of the award. At the end of this fixed term, the contract may be tacitly renewed for two periods of 12 months each, under the same contractual conditions.[MP7.1][ME7.2] These extensions serve only to allow PAULO to evaluate the quality, operation and results of the training courses and possibly to initiate a new procedure if the contract no longer meets expectations after two years. If the training is evaluated post-graduately, it can benefit from this service for up to 4 years, also taking into account the investments and costs associated with such specialist training.
