This is the executive summary of the Study on the legal, economic and regulatory aspects of Air Traffic Management (ATM) data services provision and capacity on demand as part of the future European airspace architecture, conducted upon request of the European Commission (DG MOVE) under Specific Contract MOVE/E3/2018-580. The study was produced by a team of experts from EY, Integra Consult and Helios. The Airspace Architecture Study (AAS), published in March 2019, sets out a proposal for a future Single European Airspace System (SEAS) underpinned by optimized airspace organisation, progressively higher levels of automation and the establishment of common EU-wide ATM data services, enabling on-demand cross-border use of air traffic services. The Wise Persons Group on the Future of the Single European Sky, whose report was published in April 2019, also endorsed the creation of a common European data layer. The overall objective of the study is to identify, appraise and recommend effective follow-up actions at EU level with a view to implementing the operational and technical developments outlined in the AAS.
