Opinion on the Commission communication on a Community railway policy together with the following proposals: — Council Directive on the development of the Community railways, — Regulation of the Council amending Regulation (EEC) No 1191/69 on action by Member States concerning the obligations inherent in the concept of a public service in transport by rail, road and inland waterway, — Council Decision concerning the establishing of a network of high speed trains, — Council Directive amending Directive 75/130 on the establishment of common rules for certain types of combined carriage of goods between Member States .
