Within the scope of this study, we evaluated three approaches for the EVC. At one end of the spectrum, we proposed a citizen centric, or ‘bottom-up’ system (the autonomous template), and at the opposing end a health-system-centric or ‘top-down’ system (the minimalistic template). The large-scale survey showed a slight preference of European citizens for the minimalistic template, closely followed by the autonomous template, while the intermediate (collaborative) template was clearly a distant third. However, our recommendation is for the citizen centric approach, for the following reasons: - 1. We consider the empowerment of citizens to be of high importance, particularly within the context of tackling vaccine hesitancy. Moreover, such empowerment was central to the study. - 2. As described after our analysis of the existing cards and IIS, the EU card should rather come as a complement to existing VCs rather than as a substitute - it can therefore be geared to and reinforce the personal purpose while existing solutions mostly address the medical and administrative purposes.
