Directive 95/16/EC of the European Parliament and of the Council of 29 June 1995 on the approximation of the laws of the Member States relating to lifts (hereafter referred to as “the Directive”) was applicable between July 1999 and April 2016, when it was repealed by Directive 2014/33/EU. The changes introduced are relatively limited, and primarily aimed at aligning the legislation to the New Legislative Framework. Specifically, key elements such as the products included in the Directive’s scope, the definitions, the essential health and safety requirements and the procedures for conformity assessment have not been modified. As a consequence, the study results are also applicable to the new Directive. The Directive had the strategic objectives of ‘improving health and safety of users and maintenance personnel’ and ‘ensuring an effectively operating internal market for safety components and lifts’, by setting common essential health and safety requirements for all lifts and related safety components. The evaluation aimed at assessing the relevance, effectiveness, efficiency, coherence, and EU added value of the Directive. It also aimed at analysing the European lift market and assessing the implementation of the Directive in the Member States.
