The External Action Guarantee (EAG) was created in 2021 by Regulation (EU) 2021/947 establishing the Neighbourhood, Development and International Cooperation Instrument – Global Europe (NDICI-Global Europe Regulation). It builds upon two pre-existing guarantee mechanisms: — the European Fund for Sustainable Development (EFSD) Guarantee established by Regulation (EU) 2017/1601 to back EFSD operations; — the Guarantee Fund for External Action established by Regulation (EC, Euratom) 480/2009, which covered European Investment Bank’s operations as part of its external lending mandate.
