The project “Establishment of consolidated financial data 1989-2013” created a database of the ESI Funds expenditures (i.e. ERDF, ESF, Cohesion Fund, EAFRD, EMFF) at the NUTS-2 regional level covering the years 1989-2013. The project harmonised and expanded existing data at DG Regio for the periods 1989- 1993, 1994-1999, 2000-2006 and 2007-2013 to generate a unified database for the use of Commission services, researchers and other interested actors. For harmonising and expanding existing the data the project developed an estimation methodology to consistently allocate ESIF data to the NUTS-2 regions (according to the NUTS classification 2013). The estimation methodology included inter alia checks of the initial data (e.g. with respect to the regional codes), manual allocation of the financial data to the regions where possible (according to the programme names) or, simple estimation procedures to regionally distribute the data where necessary. In addition use was made of earlier studies to provide a consistent regional breakdown of the data for the period 2000-2006 and 2007-2013. For the periods 2000-2006 and 2007-2013 a harmonised set of intervention was created, so that, for those periods, especially ERDF and CF data are also available by investment priorities. The final data set underwent and passed a number of consistency checks.
