Drug precursors are chemicals that may be used for the illicit manufacture of narcotic drugs or psychotropic substances. At the same time, most drug precursors have important legitimate use in several industrial processes. Known drug precursors are placed under control at the international level and in the European Union (EU), through two main regulations – i.e. Regulation (EC) No 273/2004, and Council Regulation (EC) No 111/2005. Over time, the effectiveness of the control system has weakened, and new challenges have emerged, in particular the proliferation of ‘designer precursors’ i.e. chemical compounds with no known licit use, arguably produced with the sole purpose of circumventing the existing anti-diversion rules. In addition, the system generates unnecessary costs for legitimate trade, which affect the competitiveness of legal operators. This Study reviews the current situation and suggests measures for revision of the current EU regulatory framework that would contribute to address the problems identified. Amon other things, the Study suggests introducing a ban on ‘designer precursors’ and developing a digital central portal at EU level to allow for certain obligations to be (semi-)automated thus reducing the effort (and costs) associated with compliance and / or enforcement. According to the results of the analysis, the benefits of the proposed solutions would outweigh their costs for operators and national authorities
