HomeThe fight against homelessness and its links with anti-poverty policies across the European Union

This Synthesis Report was prepared by the European Social Policy Analysis Network (ESPAN) at the request of the European Commission. It provides a comparative overview of the situation regarding the fight against homelessness and its links with broader anti-poverty policies across the EU, with a view to improving policy guidance to Member States on effective strategies and investment gaps, to support their efforts in eradicating homelessness in their territories. This report is divided into seven sections: Section 1 examines the current definitions of homelessness with reference to the common typology (“European Typology of Homelessness and housing exclusion” [ETHOS] Light) proposed by FEANTSA, and identifies major commonalities, recent changes and challenges regarding the way(s) homelessness is defined in Member States. Section 2 summarises the most recent data on the extent and profile of homelessness across the EU, and analyses the most relevant findings regarding the experience of housing difficulties. Section 3 maps current strategies (or policies in the absence of strategies per se) aimed at combatting homelessness, as well as existing anti-poverty strategies. Section 4 describes homelessness-related measures included in anti-poverty strategies and in a set of relevant key policy areas. Section 5 discusses governance arrangements and overall policy integration between homelessness and anti-poverty policies in Member States. Section 6 provides an overview of the main recent and planned reforms, and how far they are likely to contribute to achieving the goals of the 2021 Lisbon Declaration. Section 7 provides recommendations for improving the links between policies on homelessness and policies on poverty across the EU.
