Three editions in, and ENDORSE continues to grow, not just in numbers, but in depth, diversity, and impact. What began in 2021 as a promising space to connect practitioners and policymakers around reference data and semantics has now become a true community of shared practice and ambition. Over time, we have seen the field evolve: from laying the foundations of semantic interoperability in 2021; to strengthening its operational value in 2023; to bringing it into the era of trustworthy AI, data spaces and legislation-ready metadata in 2025. ENDORSE 2025 reaffirmed the vitality of the ENDORSE brand, a trusted platform for knowledge- sharing and collaboration under the Interoperable Europe umbrella, with the flexibility to evolve in shape and scope to meet the needs of its growing community. It brought together experts, institutions, researchers, practitioners, and implementers from all over Europe (and beyond), united by a simple but powerful idea: structured, multilingual, and reusable data is not a technical detail, it is a cornerstone of digital transformation. Organised by the Publications Office of the European Union and Interoperable Europe, supported by the Digital Europe Programme, ENDORSE 2025 pushed the conversation further, with more use cases, more demos, and more stories of real-world implementation. ENDORSE 2025 was not just another conference, it was a signal. A signal that the conversation around data governance, AI- readiness, and semantic interoperability is no longer confined to niche communities. It is now front and centre in the shaping of Europe’s digital future. This year’s edition showed that our work has impact, real impact. The once “boring” reference data is no longer in the basement of IT departments; it is at the heart of discussions on AI factories, data spaces, and even AI agents that are quietly learning to navigate the world, or at least public administration. We heard talk of data stewards evolving into swift agents of change, and data labs becoming the new playgrounds for policymaking. What used to be technical infrastructure is now political infrastructure. Semantics now serves as the underlying framework, far from being just a buzzword. In the current business environment, AI-ready data is widely regarded as a valuable asset, while data governance often goes unnoticed but plays a crucial role. The current debate on the future of data management has shifted from a documentation-focused approach to one that emphasises empowerment and accountability.
