It offers a comprehensive and future-oriented structure to identify, describe, and develop the key competences essential for sustainable blue economy growth. Developed through stakeholder engagement, literature review, and iterative validation, the framework responds to the growing demand for a common reference that can bridge education, employment, and policy in marine and maritime sectors.
