The overall objective of this assignment was to assess the Union added value and economic impact of the EU Framework Programmes. The Union added value is a key concept in EU policy-making and relates to the subsidiarity principle, which states that in areas of shared competence, the EU shall act only if it adds value and can achieve proposed objectives better than the Member States. While the Union added value and effectiveness of the Framework Programmes were well understood conceptually, they often lacked the supporting quantitative evidence. The evaluation established the impact of the EU FPs and their causal links using an analytical framework. The framework made a distinction between the underlying mechanisms of impact, the FP7/H2020 outcomes triggered by these mechanisms, as well as the resulting long-term societal and economic impacts reaching the society.
