A well-connected and secure transport system and infrastructure is the basis for all social and economic activities. The network-based policy of the TEN-T, established by the TEN-T guidelines in 2013 and revised in 2024, plays an important role in accelerating the EU’s growth. It also supports competitive industries, fosters jobs, and ensures the EU’s resilience to geopolitical threats. The implementation of the TEN-T policy, including the timely completion of its core and extended core networks, is imperative. At the same time, the completed network needs to be resilient to the threat of climate extremes, which have caused substantial damages to the transport infrastructure in the past, further leading to severe effects on the economy and hu-man lives. As pointed out in the recently published European Climate Risk Assessment (EU-CRA), Europe is the fastest warming continent in the world, and climate risks are threatening its energy and food security, ecosystems, infrastructure, water resources, financial stability, and people’s health.
