In line with the Better Regulation Guidelines, this study aims to provide a robust evidence base in support of the Commission’s Impact Assessment of the FuelEU Maritime Initiative. In particular, the study: Analyses the current pattern of fuels and power used in maritime transport and in ports; the current regulatory framework relevant for fuel demand; and the European maritime sectors; Analyses the problems and their main drivers as well as the likely development of the problem and the drivers in the absence of regulation; Lays out policy options to address the problems and meet the policy objectives; and Assesses and presents the impacts of the options. The study comprises a report on the Stakeholder Consultation and a number of case studies, both as deliverables and as an input to the study.
