This procurement is being undertaken by the Greater Manchester Police Authority (GMPA) who are acting on behalf of the organisations listed below, without there being any obligation on them to participate in the arrangement. It is envisaged that GMPA will spend in the region of 2,000,000 GBP over the contract duration.
A further capped spend of 10,000,000 GBP is being reserved for the listed organisations that may wish to participate in the arrangement. GMP (Greater Manchester Police) will monitor the overall expenditure on the arrangement and once the 10,000,000 GBP cap is reached no other organisation will be permitted to participate.
Currently GMP, like many other UK police forces, record suspect, victim and witness interviews using a mixed estate of analogue equipment, which requires storage on assorted media (ie audio cassettes, video tape, DVDs) some of which media is becoming obsolete, and are also resource intensive in terms of cataloguing, filing, retrieving and sharing of information across the force.
Through research and market awareness, GMP have become an intelligent client and are now in a position to specify its requirements for a supplier to provide a solution that utilises technological advances to conduct interviews and allow ease of cataloguing, filing, retrieval and sharing of files as well as integrating various other forms of evidence to be captured and catalogued (eg third party CCTV footage). This solution will help GMP meet the broader National need of working towards a fully digital criminal justice process.
The overall scope of the contract will comprise of a Single Point Of Responsibility For The Fully Managed Solution. The solution will allow GMP to:

- Digitally record interviews either audio only, or audio and visual, which comply with PACE (Police and Criminal Evidence Act) or ABE (Achieving Best Evidence) as applicable.
- Record these interviews at a fixed location, AND have a suitable portable mobile option compatable with the networked solution.
- View third party digital evidence whilst the interview is recording.
- Securely store the interviews on the GMP network, without the need for removable media.
- Monitor the interviews using downstream and/or livestream monitoring.
- Retrieve the interviews for playback.
- Share interviews with authorised third parties.
- Link to GMPs' existing custody application.
The solution must be in existence and not be conceptual. Economic Operators shortlisted to tender will be expected to demonstrate a working solution prior to the contract award - shortlisted Economic Operators must ensure that the relevant staff are available to provide the demonstration and respond to any requests for clarifications. It is anticipated that the solution will need to equip in excess of 60 suspect, 20 witness, and 30 ‘non custody' interview suites and process up to 100,000 interviews annually.
The manager service will provide:
- Management of the project with suitably qualified personnel who will be responsible for all aspects of the implementation including solution design, installation, testing and acceptance.
- Initial training and documentation
- A managed disaster recovery facility
- Service design (system and process).
- A staged and a pilot service prior to full implementation.
- Technology and process integration.
- Installation and certification of the services provided.
- Application and hardware development, support and maintenance.
- An end to end service Managed Digital Interview Recording System including:
- A service desk capable of handling all DIR related queries and incidents, available Monday to Friday 9am to 5pm with out of hours major (IT) incident handling.
- Support and maintenance of all DIR hardware, software and interfaces including ongoing 'refresh' if required.
- Management and maintenance of the DIR Solution using industry recognised standards in areas such as: availablity management, incident management, problem management, event management, capacity management, business continuity management, release management, change management.
- Acting as a single point of contact and responsibility for all elements of the DIR solution including its integration with GMPs network, application environment and storage environment and integration with other third party custody system.
- Responsibility for asset management including management of spares.
- The provision of a comprehensive service level agreement to underpin the managed service including reporting on the performance of the solution and the service.
- Service risk management, governance and controls with clearly defined responsibilities.
Economic Operators should note that if they progress to the Invitation to Tender stage, shortly after tenders are despatched, they will be invited to attend GMP premises where equipment will be installed. This is currently planned for 17th and 18th May 2012. Following tender return, as part of the evaluation, GMP will visit a location of the bidders choice, where proposed solutions can be viewed in operation . This is currently planned for 12th to 18th July 2012. Also tenderers will be invited to present to GMP, which is currently planned for 5th to 11th July 2012.
