Chisinau City Hall seeks an audit or evaluation company to perform a comprehensive assessment of all transactions recorded in the Project accounts and to evaluate the overall performance of the Project. The evaluation will cover Chisinau and Lublin, focusing on relevance, effectiveness, efficiency, impact, and sustainability. It will involve Chisinau and Lublin City Halls, Project management teams, public transport operators, and other stakeholders. The assessment will determine alignment with local and national needs, achievement of objectives, optimal resource use, long-term effects, and sustainability of benefits. A mix of qualitative and quantitative methodologies will be used, ensuring evidence-based, credible, and reliable findings through rigorous data triangulation.
