Beschrijving

The purpose of this assignment is to provide an overall evaluation of the Regional Housing Programme’s (RHP) achievements and lessons learned, and how they relate to the overall aim and objectives of the Programme, with particular emphasis on the implementation of each of the Country Housing Projects (CHPs). The Evaluation should be an evaluation of the results of each CHP and the RHP as a whole.
The Consultant is to evaluate the extent to which each CHP and the RHP as a whole has contributed to its main aim, as follows:
The aim of the RHP is to contribute to the resolution of the protracted displacement situation of the most vulnerable refugees and displaced persons following the 1991-1995 conflicts on the territory of former Yugoslavia, including internally displaced persons in Montenegro from 1999, through the provision of sustainable housing.
