The aim of the study is to understand the practical experiences of providers of construction services in accessing markets cross-border in other EU Member States and to quantify the associated total cost. The study investigates costs associated with horizontal control schemes and building control procedures. Both the provision of construction services in general and more specific segments of construction works (´installation services´) are included in the analysis. The installation services reviewed include installations involving F-gases, energy-efficiency related installations, electrical installations, installation of elevators, hoisting installations, as well as other installation services. The inventory of control procedures drew upon two separate sources: a previous study for the general control procedures, and an additional inventory for the installation services. In order to assess the costs involved in complying with all of those administrative formalities, interviews with businesses were conducted to obtain real-life information. Applying the scenarios for extrapolation, a total annualised administrative costs of cross-border construction services is calculated. Depending on the scenario, the study finds the annual costs of cross-border construction services formalities to vary from EUR 35 million to 1.2 billion per year.
